Low cost energy efficiency measures in the Russian educational sector.(UNDP, 2001) United Nations Development Programme (UNDP)"There is a huge potential for energy saving in Russian buildings. Technically energy saving of 50 % to 70 % could be achieved, but this would require substantial investments, and the payback time would typically be 5-10 years. In most school buildings, low cost measures can be implemented to reduce the energy consumption by 20-25 % in a profitable way, even with current low energy prices. The energy bill is a heavy burden of the local budgets, which cover the energy costs of school buildings. Nevertheless, the energy efficiency projects have to be very well prepared and promoted, in order to get access to the limited investment funds available in the municipalities. Lack of local awareness and well-developed capacities for energy efficiency project identification, implementation and management are major barriers." /.../Item UNDP PROGRAMME IN RUSSIA.(UNDP, 2001) United Nations Development Programme in the Russian Federation"Since the UNDP Country Office in the Russian Federation was established in 1007, a regional approach to the environmental programme has been developed for the priority areas identified in the CCF: environmental management, biodiversity conservation, and climate change issues. Many of the issues the Government has asked UNDP to assist with are located in the remote and least developed regions of Russia. The CO is using environment projects as an entry point to initiative balanced, socio-economic interventions in regions where the difficulties of the transition process are the greatest. The CO's environment programme has been established using UNDP's relationships and partnerships with the GEF, Capacity 21, bilateral and multilateral donors (CIDA, Norway, etc.) and the Government. The projects encourage regions to strike a sustainable balance between resource exploitation, and sustainable development and environmental conservation." /.../Item ARCTIC COUNCIL THIRD MINISTERIAL MEETING.
