Arctic Council working group Emergency Prevention, Preparedness and Response (EPPR)'s draft submission to the Senior Arctic Official's report to Ministers. Dubmitted at the Senior Arctic Officials meeting in Whitehorse, Canada, March 4-5 2015 prior the Ministerial Meeting in Iqaluit later the same year.
