    Abstract
    According to the “Arctic Council Rules of Procedure” (annex 2), every four years Observers are to state their continued interest in Observer status and will be reviewed in a Ministerial meeting. During the Chairmanship of Finland (2017-2019) Observers accredited between 2000 and 2015 were subjects to review. Submitted reports have been combined into one document
