The Report was adopted by the Ministers at the Reykjavik Ministerial meeting on 20 May 2021. It includes the achievements of the Working Groups and Expert Group for 2019-2020, and lists their projects and activities for 2021-2023. The SAO Report to Ministers also includes the budgets and work plans of the Arctic Council Secretariat (ACS), and the Indigenous Peoples' Secretariat (IPS). In many areas, Finland has continued the programs and projects initiated by our predecessors, while taking a fresh look at the emerging needs in the Arctic region. Tensions in international relations have put a particular pressure on Finland to preserve the constructive nature of cooperation carried out by the Arctic Council, and indeed seek ways to strengthen it even further.
