Abstract
Reducing BC emission requires the active involvement of policy makers at both the national and regional levels. National level agencies set minimum emissions standards for vehicles and quality standards for fuel; they also define targets and develop other national, supportive policies. Local-level authorities, in contrast, typically implement individual programs based on local needs and emission reduction targets.
