According to the framework for “Enhanced Black Carbon and Methane Emissions Reductions” agreed upon at the Arctic Council Ministerial in Iqaluit April 2015, each Arctic Council Observer State were invited to join the actions described in the framework including sharing a national report according to the guidance to be found in the framework.
