dc.description.abstract | "There is a huge potential for energy saving in Russian buildings. Technically energy saving of 50 % to 70 % could be achieved, but this would require substantial investments, and the payback time would typically be 5-10 years. In most school buildings, low cost measures can be implemented to reduce the energy consumption by 20-25 % in a profitable way, even with current low energy prices. The energy bill is a heavy burden of the local budgets, which cover the energy costs of school buildings. Nevertheless, the energy efficiency projects have to be very well prepared and promoted, in order to get access to the limited investment funds available in the municipalities. Lack of local awareness and well-developed capacities for energy efficiency project identification, implementation and management are major barriers." /.../ | en_US |
